All About People (AAP), was established out of the desire and need to help this community. This is similar to how communities have supported All About People’s founder over the years. Although originally from a larger region, the proprietor sees the need in southern Willamette Valley for an agency that can fill the gap left open by other permanent and temporary placement agencies. AAP matches specific skilled workers with clients. This saves businesses money and ensures employees are treated with honesty and respect. This requires great communication. This involves asking open-ended and thoughtful questions. It also means listening, not speaking. This requires a deep understanding of the local market, so AAP can better serve each client. AAP stands for quality services.
Long-term goals include the establishment of several offices in the southern Willamette Valley. This vision is not about growth, but rather in training and encouraging AAP personnel to provide the same level and quality of care to each client and employee.
Managing Growth
AAP is a sole proprietorship that will convert to an S Corporation. AAP is considered a start-up entity and will be included in the new business plan. The sole proprietor provided all services over the past several years. In year 1, AAP will add a part time office staff member and an employment specialist. AAP will create a procedures manual for its staff to help them understand the details. In addition, AAP will provide employees with regular training within the divisions to assure they understand the details of the work they are doing daily. Year 2 projections include a secretary, an employment specialist and a field representative. In Year 3, AAP will examine the feasibility of opening a branch office in the Salem, Bend, or Medford/Ashland areas.
The Market
AAP functions in the same way that other agencies for temporary and permanent placement. It will only serve those who require specialized professionals and not clerical workers or light industrial workers. While there are many businesses that offer similar services to certain groups in Portland, Oregon, none of them provide the same service for the Willamette Valley. AAP has five divisions, targeting the following areas of expertise:
- Computers
- Editors/Writers
- Event Planners
- Graphic Artists
- Interpreters/Translators.
AAP handles all aspects of recruiting for clients, including skills evaluations, reference checks, interview preparation, and screening. AAP acts as an extension of the client’s human resource department, assuring that there is open communication between supervisor and employee, and assisting with any troubleshooting or problem solving that may be needed.
Financials
The company’s startup costs are $55,464, and $7,600 will come from the owner’s personal investment. The loans will cover the rest.
We expect to be able charge a 50% markup for our business clients. Thus, if an employee is being paid $10 per hour, we are charging the client $15 per hour. The company expects to achieve sales of $300,000. The company has no direct sales costs; instead, we track the payments to those who have been placed as regular payroll.
1.1 Objectives
AAP is structured like other temporary and permanent placement agencies. We serve clients who require specialized professionals and not clerical workers or light industrial workers. Many businesses in Portland, Oregon offer similar services to certain groups. AAP followed the example of the one placement firm as shown below.
A contract engineering firm places temporary workers who are hardware and software engineers. Each month, seven workers are placed. The average hourly pay is $80- $100. The firm advertises in trade publications, newspapers, magazines and magazines and recruits through its website. Incentives offered to contingent workers include medical, dental, and disability insurance, 401(K), and a reference finder’s fee for placement referrals. The company finds that their employees are 60% male and 40% female, with ages evenly distributed.
AAP provides services to the business client. They locate a professional worker and interview and screen them. If necessary, they set up interviews and handle all paperwork. The company manages the client’s payroll and bills them bi-monthly.
AAP will also manage the professional, staying in close contact with the client and communicating with the worker regarding any personnel issues that may arise.
The professional worker is served with employment opportunities at no cost; pay rates that are within industry standards; and health insurance may be purchased, if a worker becomes eligible, at a group rate starting at $124/mo. AAP will pay $65/mo if you choose to purchase coverage from the group plan.

All About People’s mission, is to provide skilled, professional, contingent workers to meet community needs. The company will provide workers an environment that is safe and independent. It will also offer businesses a high-quality employee for temporary or permanent work. All About People is sensitive to the needs of each individual and tailors personnel solutions to both workers and businesses.
